Supplementary | Statements by the Foreign Minister in a gathering of journalists at the location of the reporters next to the Security Council (stakeout) Third: The situation in the Strait of Hormuz and surrounding areas 🔺Iran remains committed to safe and secure shipping. However, maritime security cannot be restored through further military actions, threats, blockades, or economic pressure. 🔺Until 28 February 2026, the Strait of Hormuz was open. The prevailing insecurity in the Strait of Hormuz and the disruption of maritime shipping are a direct result of the aggressive actions of the United States and the Israeli regime. 🔺You cannot bomb a country, threaten its destruction, impose a maritime blockade, and take coercive actions against it, while at the same time expect that security and shipping will automatically return to normal. 🔺Responsibility also lies with those regional countries that, with blatant disregard for the principles of good neighborliness and in violation of their international obligations under the United Nations Charter, facilitated aggression by providing their territory, military bases, airspace, and logistical and informational infrastructures. Islamabad agreement and the way forward 🔺Following the commendable efforts of Pakistan and Qatar, Iran and the United States signed the Islamabad agreement on 17 June. According to Article Five of this agreement, Iran committed to take the necessary arrangements to facilitate the safe passage of ships. 🔺Iran immediately initiated technical negotiations with the Sultanate of Oman with the aim of fulfilling this commitment and restoring maritime traffic to pre-war levels. Within two weeks after the implementation of the agreement, maritime traffic returned to approximately 60 percent of pre-war levels. 🔺However, subsequent unilateral actions by the United States and its military actions violated and halted the implementation of the agreement. Instead of using the dispute resolution mechanisms provided in the agreement, the United States resorted to military aggression. Iran has kept the door to diplomacy open. Over the past two years, Iran has continuously participated in negotiations in good faith. 🔺However, the United States has responded with bad faith at every turn and resorted to military aggression instead of diplomacy. These experiences have created deep distrust towards resuming negotiations without receiving credible guarantees to prevent the repetition of such actions. 🔺Therefore, Iran has clearly stated its position. Iran has conveyed a specific seven-day plan to the United States through Qatar. If the necessary conditions are met, the Strait of Hormuz can be reopened, and normal maritime traffic can resume within seven days. 🔺Now the choice is with the United States. Iran does not accept compulsion, threats, or intimidation and will not relinquish its sovereign rights under pressure. The United Nations was created to prevent the substitution of "might makes right" for the sovereignty of international law. The UN Charter is not optional. Sovereignty is not conditional. Diplomacy does not mean surrender. And peace cannot be built on the threat of destruction.
