Aliabadi said on Saturday that the attack left about 10,000 people without access to drinking water, describing the targeting of a civilian desalination facility as a crime against humanity and a breach of international humanitarian law. Aliabadi said the facility provided drinking water to thousands of civilians and that attacks on infrastructure essential to the survival of the civilian population were prohibited under Article 54 of the Geneva Conventions. He added that the strike also contravened UN Security Council resolutions and fundamental principles of humanitarian law. The minister said the incident could be prosecuted under the Rome Statute as an intentional attack on civilian infrastructure and as the use of methods of warfare causing unnecessary suffering. He said Iran strongly condemned the “terrorist attack” and urged international organizations to respond.
