According to the Wall Street Journal (and unsurprisingly), Arab intelligence officials have collected evidence – including conversations between Iran, militias in Iraq, and the Houthis in Yemen – of a strategic shift in Tehran's hardline leadership, preparing its proxies for the expansion of the war and raising the cost for the U.S. It was also reported that Iranian leaders are increasingly discussing offensive actions on enemy territory, which is alarming weaker Gulf states like Kuwait. Iranian advisors view the next phase as one that will also include attempts to stir internal unrest in other countries.
