Darzi made the remarks in a letter to France's permanent representative, which holds the Security Council presidency this month. He said the meeting on what is called the "1737 Committee's activity" is a clear abuse of the Council's procedure and authority. ​ He said Iran's position is clear, continuous and formally registered in official correspondence with the Secretary-General and the Council president. ​ Darzi said Resolution 2231 expired on 18 October 2025, and that from that date, all provisions, measures and restrictions related to the nuclear issue were permanently terminated. ​ The full text of the letter by the Iranian envoy to the UN is as follows: ​ In the Name of God, the Most Compassionate, the Most Merciful ​ No. 3037241 10 September 2026 ​ I am writing to you with reference to the Security Council meeting held today, 10 September 2026, under the agenda item “Non-Proliferation (10218th meeting)”. The Islamic Republic of Iran categorically rejects the unfounded allegations and distortions leveled by certain members concerning its peaceful nuclear programme at this meeting, and wishes to place on record the following: ​ 1. The meeting on the so-called work of the 1737 Committee is a blatant abuse of the Council’s procedure and authority. Iran’s position is clear, consistent, and firmly on the record, including in its official communications to the Secretary-General and the President of the Council. Resolution 2231 expired on 18 October 2025. As of that date, all nuclear-related provisions, measures, and restrictions were permanently terminated; the Security Council concluded its consideration of the Iranian nuclear issue, and the agenda item “Non-proliferation” was removed. Furthermore, the so-called “snapback” mechanism by the E3 was never triggered, as the E3 lacked the legal standing to invoke it, having failed to comply with their obligations under both the JCPOA and Security Council Resolution 2231. ​ 2. The root causes of the current situation lie principally in the unlawful attacks by the United States and the Israeli regime against Iran’s peaceful and safeguarded nuclear facilities. Over the past two years, while Iran was actively pursuing negotiations and diplomacy in good faith, the United States and the Israeli regime carried out unlawful attacks and criminal acts of aggression against Iran’s civilian infrastructure, including its peaceful, safeguarded nuclear facilities. These attacks constitute acts of aggression and grave violations of the Charter of the United Nations and the peremptory prohibition under international law of the threat or use of force, as well as of relevant General Assembly and Security Council resolutions, and IAEA decisions and resolutions which affirm the fundamental principle that safeguarded nuclear facilities must not be targeted or attacked. By attacking safeguarded nuclear facilities and repeatedly threatening further attacks, the United States has seriously eroded confidence in the safeguards system, and undermined the non-proliferation regime. ​ 3.
